Egerton University is the oldest institution of higher learning in Kenya. It was founded as a Farm School in 1939 by Lord Maurice Egerton of Tatton, a British national who settled in Kenya in the 1920s. It is established through the Universities Act No. 42 of 2012. Egerton University has partnered with Michigan State University (MSU), United States International University-Africa (USIU), National Cooperative Business Association CLUSA International (NCBA CLUSA) and the National Youth Bunge Association (NYBA) to implement the USAID Empowered Youth Program. This is a 5-year program that will be implemented by CoELIB at Egerton University. CoELIB builds on existing knowledge and capacity to foster innovation and business-oriented actions and recognizes that a collection of individuals, assets and other resources do not yet constitute a potent organization that can make an impact on livelihoods. Therefore, they harness capabilities into a sustainable organizational form that can contribute to the well-being of people for inclusive socio-economic development.


The Program aims to connect youth through social and economic opportunities. The program builds on existing evidence of youth social and economic challenges and opportunities from previous, and current USAID investments; key stakeholder engagement, including Kenyan youth and youth-serving organizations. MSU, EGU, USIU, NCBA CLUSA, and NYBA present a sustainable model of youth empowerment to achieve the Program goal. The USAID Empowered Youth Program will use a macro-level approach to strengthen the capacity of youth-serving systems and HEIs to support youth empowerment initiatives.


The Graduate Administrative Associate (County Affairs) will coordinate activities of the USAID Empowered Youth Program in the assigned counties, create partnerships, train youth on different skills, identify growth opportunities to pursue and create a suitable environment to support ideas. He/she shall work with the Project Lead at EGU, Project and Youth Empowerment Officer at EGU and all the other offices within the Program at MSU, USIU-Africa, and NCBA- CLUSA and NYBA to attain efficiency in running the program. In particular, the incumbent will perform the following tasks.

Duties and Responsibilities:

  • Develop strategies that ensure the Program is well positioned and coordinated as a strategic partner to County Governments in service delivery in line with the identified priorities.
  • Develop strategic alliances to strengthen collaborative partnerships and networks with relevant County Government agencies, NGO’s, vocational training institutions, business service providers, youth organizations and other stakeholders in order to advocate, represent, and influence policies for Youth Empowerment.
  • Work with the USAID County Liaison Offices to provide strategic leadership and direction to County Governments in designing, implementing, and evaluating strategic action plans and budgets in line with approved County priorities and strategies.
  • Report significant achievements and impact, identify and document lessons from the field, document best practices and write at least one success story per month.
  • Prepare County quarterly reports and consolidate monthly work plans.
  • Participate in strategic planning, work planning and implementation.
  • Mentor and provide advice and assistance to field team as needed.
  • Organize and plan for trainings and ensure materials and all logistics related to trainings and meetings are in place.
  • Participate in curricula design and the development of youth-friendly market-driven competency-based education and training and other program delivery documents and materials.
  • Participate in joint monitoring and supervision visits with technical staff from EGU and USAID, other partner organizations, and County Government staff.
  • Attend Program-relevant County meetings, conferences, workshops, and other forums in conjunction with USAID County Liaison Offices..
  • Any other duties assigned.

Competencies/Skills:

  • Has experience leading implementation of youth empowerment programmes
  • In-depth knowledge and experience in project management.
  • Excellent analytical, problem solving and management skills.
  • Solid understanding of and expertise in community engagement processes and links to local governance.
  • Effective communication, writing, and presentation skills in English.
